HST Details

The HST tax is now applicable in 5 Canadian provinces including British Columbia, Ontario, New Brunswick, Nova Scotia and Newfoundland. However, only the federal part of the HST tax (5%) is payable on the sale of books.

Reason code 16 - Point-of-sale rebate
Before July 2010, only the governments of Nova Scotia, New Brunswick, and Newfoundland and Labrador provided a point-of-sale rebate of the provincial part of the HST payable on books.

Since July 1, 2010, Ontario and British Columbia provide point-of-sale rebates for the provincial part of the HST payable on books as well as other designated items. The point-of-sale rebate in Nova Scotia will also include additional items. As a result, vendors collect only the 5% federal part of the HST payable on the sale of these items.

For taxation purposes, the Journal of Palliative Care qualifies as a book and is considered an exempt supply:

... will not qualify as a printed book:

a magazine or periodical, unless it is purchased by subscription and the printed space of the magazine or periodical devoted to advertising is not more than 5% of the total printed space;

This information is taken from the Canada Revenue Agency website at the following url: http://www.cra-arc.gc.ca/tx/bsnss/tpcs/gst-tps/rbts/gnrl/cd16/psr/bks-eng.html

Because the journal is a subscription-based periodical and less than 5% of its content is devoted to publicity, it benefits from the above mentioned point-of-sale rebate.
